I'm a rager, I don't like it, but I can't make myself stop, and I can't unbind the enter key. I don't even mean chat restriction in the sense of only gettin X number of messages every few minutes, I mean literally, can I just not be able to use chat at all in-game anymore?
That'd be wonderful, because I'm sick of bein a jerk in league, but at the same time I need to vent when somethin stupid happens.

Why can't Riot just assign perma-mutes to people instead of banning them?
Short answer: They tried that and it didn't work.
Long answer: There used to be a system in place where one could rack up hundreds of games worth of chat restrictions. This was replaced with the current Instant Feedback System for two main reasons:
The IFS encourages people to reform or get lost faster than the previous systems could. Is it perfect? No. Is it effective? Yes.
UNbind your enter key when going into game, then type away
