Military forced AFk

So, I play with some guys who are in the military and they are constantly getting reported for AFKing because of something that they have no control over. I know afking is ban worthy but i think the community should have a little more lenience with uncontrollable afks. The main response i get then they should not play. So my question is do you think reporting someone that is forced to AFK because of life stuff that happens and not just military but everywhere else is that fair to the reported person?

Edit: This is not a problem with Riot's policies this is a problem with the Toxic community.

Edit:First of all I think everyone missed the point of this post, I'm not saying he should not be punish, what i am saying is that the players in the community should try to be more lenient with reports based on information and reasoning given. Yes I could have worded my post better, however do you think that its right to report and possibly end up banning someone based solely on a few games that they have to leave, even after they have been punished by the system, or reporting someone for Intentionally feeding even though it was just a bad game. This is not a problem with Riot, this is a problem with the in game community and the abuse of the report system. What i was trying to do by bringing this up was the fact that needlessly reporting someone because they had an internet drop or real life stuff came up is a problem in the community. As i have been reported because my family as decided to go out on the spur of the moment. Sure it is unfair to those in the game, but its not like you knew you were going to be pulled away. Or in my friends case that someone decided to skip out on duty and he was next on the list. If not playing the game were the answer to this sure i get it but when you are given time to play, i pretty sure almost anyone would play. And sure what started this was the fact that my friend was suspended for 30 min, and could not play due to this and as some people in the comments have said you never know if the person is lying or not about the reasoning, but can we not as a gaming community give them the benefit of the doubt? I mean if someone up and rage quits or AFK's and never comes back or doesn't give a reason sure that is when reporting is great. But the over use of the report even when its not just, is a problem and i believe it needs to be fixed.

They should not play unless they have 1 hour guaranteed to play minimum. Ever.

The only solution is to not play when they think they might be 'called in' it's the same for any job that you be called into. It shouldn't be happening that much that you get banned, or you deserve it. Unless there is some sort of city wide issue, or LoL issue, there is no excuse to AFK.

From the Leaverbuster FAQ:

We understand that players may be forced to leave from time to time so the system has been designed to keep these situations in mind. After leaving a few games, you will be placed into a low priority queue; as long as you can complete 5 matchmade games without leaving, you will be returned to the normal queue. However, if you continue to leave games, you will remain in the low priority queue.

How is Riot supposed to tell the types of AFKs apart? How do they explain that pass-card to that team's players? I don't think it would be fair.

If the AFKing happens often enough, the system then flags that account (especially if there has been reports).

Honestly, if you are in a situation where you can be called into something you have to do at a moment's notice, then you (or your friends in this case) should not be queuing at all. Even in their free-time they're still subject to calls. AFKing once every blue moon due to a true emergency? Perfectly fine. AFKing on a regular basis due to having to be called into something, especially being in a situation where this is commonplace? Something I would call irresponsible to both the game and whatever duty they're charged with.
