No more loot after and behavior restriction like ever?

Hey Riot I was just wondering why players are ineligible for any loot after they have been under behavior restriction? like I understand during the restriction why the would be ineligible but after they should be eligible for all available loot that they could earn. I don't know if this is a bug or just something that You guys put in since im am somewhat new to league.Please reply back and enlighten me about the subject. <3 glhf
