Getting smurfed on is real fun

My last ranked game, out team got absolutely raped by a 21/3/5 Rengar, who was very clearly smurfing/being boosted on a level 31 account. I don't know if I'm alowed to post his name on the boards but if you check his profile, he goes from losing most of his twisted treeline games, taking ghost/heal every game, to taking flash/tp or flash/smite and dominating ranked games. Does that seriously sound like level 31 behaviour to Riot? It's not fair that I lost LP to a very obvious smurf.
