Idea to make Champion Select better for everyone

We have all have that one experience where someone troll who has last pick in a draft says "i only have insert role champions" / "i only play insert role kappa" and then locks in a role that was already selected. Needless to say, he is not going to dodge...so..its either, someone else dodges and losses some LP for that troll or stick it out and play a painful game holding on to a chance of a miracle to win. It's annoying for sure...so...the Idea? have a report button/icon next to each Summoner during champ select..if that person gets 4 unanimous votes, then, that person gets kicked out of the champ select and is placed on a Q restriction..5 or 10 minutes, whichever Riot chooses (if this suggestion is taken). This way, no-one needs to lose lp for the sake of a troll either by dodging or playing a game that was an uphill climb just because of selecting a double role. The report should not have any options for it, it should be understood that its for those who did not respect the pick order and locked in a role that was taken already.
