Well mine popped up while I was afk on the client. I guess it isn't triggered by how many honors you get....
Maybe honors just reduce the amount of time until you get it, and reports increase it.
It would make sense. The more reports you receive drop your level (or something) technically increasing the time it takes to get to 3.
