Can you get banned for this?

Hello, This is my first post so I do apologize if it's a little sloppy and unorganized as I usually don't do this sort of thing, but I felt that I had to ask a few questions because I am simply at a loss for words over some things that have been happening, especially in low ELO and to new players. Now this experience may vary between you all so just know that I'm talking about MY experience..

I have been playing a low level account to mess around on and level up to eventually do ranked. In doing so I have noticed a lot of toxicitiy coming from players recently, especially the LOW level players (pre30) things such as people autolocking and stealing lanes without saying a word, then cursing at the person when they aren't preforming as well because they're having to share a lane.. I also just had a game where a rengar and an ezreal literally picked on an individual and harassed him, to the point where he said negative things back in retaliation, while I don't condone the words that were said, I do think his response was justified, now I understand that there is a mute button and you can mute people, However this was so bad as they were following him around just stealing whatever cs he attacked and literally shutting him out of the game, well my friend here ended up getting a chat ban for what he said, and to my knowledge the rengar and ezreal had no sort of punishment against them for their actions (instant feedback message hasn't popped up) I don't really see how you can belittle someone and do this kind of thing to them, then turn around and ban them for trying to stick up and defend themselves when being harassed. Now there's always the golden saying "be the bigger man" however... game after game after game of having issues like this happen to you tends to make people pretty sour. especially when nothing is being done to these people about it. I understand I may not know exactly how the tribunal works, and again I AM A NEW PLAYER I AM NOT GOOD BY ANY MEANS my highest rank I've ever been was silver 5 so that tell you how bad I am.. however I must say this game definitely seems to have some factors that are biased towards certain individuals that are catered to more than others, creating an unfair and unstable gaming environment. Take the Meteos incident with Tyler1, Both players respectively are toxic in their own manner, reguardless of what either one of them says, there's substantial proof that both of them are toxic during their games, however tyler1 gets banned and meteos gets a pat on the back? this is the kind of thing I'm talking about that riot seems to be condoning. anyone have any thoughts, is this behavior acceptable, can I really go around stealing lanes and following people around stealing their CS without fear of punishment as long as I don't degrade them or verbally abuse them in chat? that doesn't seem to be right to me.. however there may be something I am missing and I am looking forward to all of your replies.. again I am not trying to start anything or flame or complain, I simpy am here to get my curiosity satisfied, and to hopefully learn something and make myself a better overall individual for the community..
