Riot Games would rather ban someone toxic than someone whos inting in a ranked game..... thats insane... that shows that riot games are a bunch of carebears....

There is no "rather". They ban both if they catch them.
They'll punish both once the behavior is confirmed, actually. The intentionally feeding player is a little harder to detect in some circumstances, but the penalty is harsher: an immediate 14-day ban. You need extreme flaming to earn that immediately.
