I have played side by side with my step dad for the past 3 months and i have had just as many if not more honors than him. He has already reached honor 3.... i am still on my first checkpoint for honor 2. whats going on?

I think this might be a difference between what you view negative vs what Riot views as negative.

If you're reported and the IFS views your game as slightly toxic but not toxic enough for a chat restriction, your honor gain gets set back.

So, if you and your dad are playing equal number of games, you may be slightly toxic while your dad is not toxic at all and thus why he is at a higher honor level than you even though neither of you have been punished.

Y'all don't have a 1:1 ratio of games. There are some games at least where you play and he doesn't.

Your progress can be slowed or reversed if you're negative in games.

As far as I can tell, honor level growth is impacted more by avoiding being reported for negativity than by accumulating post-game honors. You can negatively impact your honor level growth through negative behavior, even when it isn't enough to trigger a chat restriction or other punishment.

Critical question: What honor level were each of you last season? Folks ending season 7 with honor 3-5 got extra checkpoints. Since you're only on your first checkpoint within honor 2, I assume you ended last season at honor 2 or 3. If your step dad was at honor 4 or 5, he'd have a massive head start towards honor 3 compared to you, which would explain this discrepancy.

I find it funny. I JUST reached checkpoint two.... an hour after this thread was made. Not complaining but makes me feel like this could be because I finally said something. [slayer-jinx-unamused]
