I recently encountered an extremely toxic player that tried intentionally feed, spam ping me, flame me and the rest of the entire team, and tell me to kill myself. I have evidence of his behavior even in the after game screen. Is there a way to contact riot about this directly? I really don't think a person I just met should be continuing to ruin more games for others.

Send in a support ticket and mention which game it was and the player committing the offences.
the response takes anywhere from 15m-1day and sent to your email you provide.
if there's death threats you think are legit, call in the law enforcement for your area, their cybercrime division will handle it (if they have one...)
How about stop wasting there time, aswell as yours and move on, and stop being a little crybaby.
