hey riot it not fair
i went in the game late and i couldnt get out the base and once i went in the game late my team ff, it was rank and i have to get a 20 buff+loaing rank point. can you make it no punishment in ffs at start?

In the vast majority of cases, this kind of thing is caused due to hardware or software on the client side messing with the game's startup. If this is a consistent thing I highly recommend making a support case so you can work with Riot to try to figure out what's causing it.
As for the fairness, the reason leaver penalties exist is that, even with /remake, having someone AFK is a really demoralizing experience. In a game like LoL, where teamwork is super important and you generally spend a half hour or so together, a leaver can ruin that whole experience and carry forward into other experiences.
