Is there any difference between sending a report with or without text and does it even help writing one?

It's helpful for the system to learn about what to look for in future cases, and incase your report is sent to manual review the reviewer will read the text.
Generally in cases where you feel like just the chatlogs on their own arent proof enough, you should write in the box.
I imagine it would likely matter if/when a manual audit is done on the person. We really don't get the specifics on manual bans other than they sometimes happen (albeit rarely).
I'm not positive about this ( I've never heard this from a** rioter)** but it seems like it'd be most useful for edge cases. When people get reported a lot, but aren't doing something that's flagged by the IFS, then over time, they'll accrue a lot of reports. They'd be reviewed manually because something is causing this player to be reported, but not punished. On the flip side, they could review those reports, and determine nothing was wrong with that player.
Again, just my thoughts. Makes enough sense to me, though.
