why riot create reporting system while it has done nothing to those horrible players?

I guess a lot of us have reported some players after games for they feeding, talking trash, afk, and so on. but it seems nothing happened to these players. if the system is not capable of doing something like punishment, why even bother creating this part of system?

The IFS can be slow to punish players at times and it isn't perfect but it's all we've got at the moment. There are a lot of toxic players out there and Riot gives people a lot of leeway so it can be difficult to manage. Also:
