If I finish my 20 min queue and try to queue in another game, will the queue I just did count as 1 or will I have to start it all over again? In other words, do you have to finish a game to make it count towards the leaver buster?

Yes, the LeaverBuster punishment decreases by 1 after each game that you finish.
