20 min penalty.. not my fault??

Okay, so here is what happened.

I go to play a game with my buddy, and I pick Morgana for my friend but we forget to swap; slightly tilted, I'm still prepared for the game. (doesn't really matter, but just more backstory) we're in champ select and everything is going just fine. We go to launch into game, and my "League of Legends" splash doesn't come up like it normally does when you go into game. And after waiting 2 minutes nothing has still happened; then it pops up. I start loading into game, as soon as the remake has finished and the game has been "re-made." I get a penalty, and I'm just like, "Okay, that sucks, but oh well, I'll just queue up again in 10 minutes." I wait my 10 minute penalty queue timer, and I find another lobby with my friend. I pick Vayne (again doesn't really matter but more backstory) We finish champ select, and again; no splash. Very frustrated, I restart my client; and click Reconnect to Game Again, just like last time, I join the game, as the nexus explodes. And I recieve another penalty. As this is not my fault, I feel the penalties should be lifted, because I really don't feel like sitting through 1 hour and 40 minutes just to play 5 games. Also, any help on the no splash after champion select problem? Thanks
