Report System Suggestions

Lately, I have been playing league and I've noticed an increase in toxic behavior. While I understand that we're supposed to report these players, sometimes the reports are not followed up upon or not seen. Whenever I tell someone they are exhibiting reportable behavior they laugh. Is this what the punishment system has come to? I know riot is trying their best, they're written me discussing this issue. They know that toxic people can ruin the game. I also understand that the tribunal has been down for a while. I believe more people than just me are wondering when it's going to come back up. We need some sort of system that's going to allow us to judge other players or a system like the one described below. I was directed here , this forum tab, to discuss my ideas on how the system may improve.

1. Implement a system that detects keywords that are offensive. Once the word is used by a player. this player is banned from chatting during the game for 5 minutes. After the 5 minute ban is up, a second use of one of the keywords gets them banned from using the chat for the remainder of the game.

2. Use the keyword system ,however, instead of an in-game ban allow the use of a keyword to cross check with an after game report. Meaning if both a keyword and a report were used this case automatically gets sent in for review. Both keyword and a report need to be filed in order to make the review. This keeps people from being banned by a false report.
