How does LeaverBuster even work?

I recently came back to League of Legends after about a 6 months hiatus about a week ago. I left because I was chat banned for fighting with another toxic teammate of mine, which I think was ridiculous, but that isn't why I'm posting this. In one of the games I recently played my internet experienced a hiccup, causing me to be disconnected for no more than one or two minutes. I expected this to be forgivable, since the last time I was leaver busted was probably over 9 months ago, but apparently for disconnecting for that short is reason to put me in low priority queue.

I just want to know the logistics of this system works, and any arguments for it, because from what I've experienced it has been extremely convoluted and broken. A more accurate name for "low priority queue" is "wait an extra 20 minutes to play a normal game", which in itself doesn't seem like an appropriate punishment for leaving a game since its still allows for leavers to play the game, just annoyingly wait a little bit more time to do so. Waiting in the queue itself doesn't allow for any interaction with friends or the client without restarting the 20 minutes, causing you to just put the queue on in the background and do other things while you wait to play (as I am doing right now). If you or any of your friends for some reason miss the afk check, you have to wait the 20 minutes again or if your new client bugs out for some reason during the afk check (WHICH HAS HAPPENED MULTIPLE TIMES AND JUST HAPPENED AS I WAS WRITING THIS).

This has been said multiple times before me but wouldn't a system modeled after the Counter Strike leaver buster system work much better than whatever this unfair system is? I say unfair because all of this trouble has happened because 1) I was disconnected for about 2 minutes in a game I believe we won, and 2) Im assuming the punishments come because of a couple of games I left about 6-9 months ago. In the CS:GO leaver system, leaver strikes build with every leave, increasing over time and each strike prevents you from playing the game; a real punishment.

My understanding is that both the behavior and leaver buster systems base results on number of games played in between, not just time. So if you took a 6 month break then the behavior system treats you like you got the chat restriction last week and the last time you left was 3 months ago.

Beyond that, Ranked games left get treated harsher than Normal games left.
