Submitting Proof of cheating

So is there a way I can compile evidence that someone is cheating in ranked? I understand that "THE END GAME REPORT FEATURE" is there but it gives us as players 0 opportunity to further investigations. I know someone was scripting without a doubt like 100% this isn't just someone Challenger skill level because the player was garbage missing own skills but dodging every single skillshot and if multiples came at the same time the champ would just studder step in many directions.
