Dishonorable

I got a chat restrict for 25 games before 6 month ago. I tried everything to get out of it by mute all or just not answering anyone in game because i want to stay focused and reformed and still i get reported with the reason why am i not aswering them. After game loby i reported maybe 7-8 players for harassment and verbal abuse on me when i not asnwer them and still didnt received a notify that a punishment was made on them. my last 30 games that i record what happens in loby and to make a video for riot i got 87 honors. That is around 70-80 % of all receiver honors for these 30 games and im still DISHONORABLE. Riot please do something about this system. I knew i was toxic but i reformed, what else can i do to get out of this situation??? I send 2 or 3 tickets to the support and everytime he says to me play more play more and play with your team and stop beeing toxic to get honor levels again. Ok i done it long ago but nothing happend so im asking when is something gonna change?
