Quick question regarding the new honor system

I've seen the new video of riot pls discussing the honor system but it never said what would happen to those who received penalties such as leaver buster punishment or bans are we reformed from the old system or do we still not receive any benefit from this?

well im sure going forward as long as you behave yourself you can be honored . just like now people can honor you after games its just no one does it. but if people did honor more often and were legit about it that might show how much you have reformed.
