Promote Salty Champ select bans

How many times have you had to wait in that dodge Queue because of some salty spite player that bans your champ or is not happy with his placement and decides to grief 9 other people?

One major factor is that most players don't realize that champ select is 20-30% of the game and would rather rush it through than respect the system. If you get placed in one position it means 9 other people had to be coordinated and put together in that sequence so we all can have fun, 1 salty sour player can easily mess up this whole system and cause a instant tilt towards one teams favor.

Promote a Salty ban, 2 or more checks in champ select then the not so Honorable Player gets to wait in an escalating Queue dodge time and you get to play!

Simple Mechanic to insure a low miss use of this feature, Only Honor lvl 3+ can cast this vote in champ select this will also leave the 'they need to learn' curb intact for lower level games.

Simple idea, 1st time poster hope to see a difference out there!
