Player Harassment
There's another player purposely harassing me. Is there a way to report this outside of a game?

You can submit a Support Ticket. There's no "report a player" option, so just make your best guess and they'll forward it to the appropriate person.
How is he harassing you if not ingame?
I suggest both reporting him, and ignoring him. I'd be surprised if you're the only one he's doing this to.
