Feeders in My Promos

So bassically I was playing in my promos and there was this poppy jungle in champ select. I thought nothing of it at first ,but then she started feeding and was 0/2 at the 5 min mark. I started telling her that I told her not to pick Poppy jungle , but she never responded. At the end of the game she had like 50 farm at 30 mins and was 0/12/3. I looked her rank up and saw that she was unranked and the worst part is that she was having stats like that for a long time. Like I dont Understand Why the hell would riot matchup silvers with people like these . And riot says flaming is bad.
