Riot considers the entire player behavior system the "Tribunal", for all intents and purposes. Not just Tribunal Voting. However, that probably still is the old tip referring to the community voting system.
Well that tip is just a straight up, blatant lie. That or it's just extremely outdated. The tribunal has been down for "Maintenance" for 2 years now.
