Remake fix

so I got in to a game and notice that my top laner is afk, but I could not remake for some reason. Then he got back at five minutes in to the game and apparently he was in the loading screen for that long. We got destroy because the other top laner was free farming the whole time. I don't think that people immune to being marked afk if they are in loading screen because it ruin rank battle. And while they are not intentionally afk it, they should not be playing the game in rank if they don't have a reasonable computer and internet.
