Just like the in- game system of banning doesn't work, the boards system of reporting doesn't work. I have had people cursing at me on the boards dropping f-bombs and people who don't leave me alone and just troll me. Nothing is done. I also have people in-game who throws games, who don't farm, who go afk and nothing is ever done about that. Only one time, was anything done. But I guess they will have some excuse for being lazy.

Personally, I look at PB&M when I want to be reassured that the punishment system is working correctly. Seeing people claim innocence with obviously toxic chat-logs or try to excuse their behaviour is rather amusing.

Shadowatom1 votesIt's actually far more likely that you just never see them get banned because you only get a notification saying they've been banned if you were the last report to get them punished. Weird, but that's how it is. (All of this is talking about in-game btw, no idea about how the Boards works).

disregardable1 votesThere's an offshore moderation team that reads all the posts. They're not the ones that set the rules and aren't intimately familiar with Riot, so they aren't the best at their jobs. :)
