No, that's not how the system works. For one, you have to get into a detrimental argument to result in reports being validated, and for two, if your account has no prior punishment history, you'd have to use hate speech or encouragements of self-harm to get jumped to one of the suspension stages - and even then, that would only net you a 14-day ban. unless the offense was especially egregious.
Even still; the in-game chat is meant primarily for strategy and light-hearted communication, not arguing. If you spend the majority of the game in-fighting and bickering over something, then you're breaking the rules. You could just as easily agree to disagree and keep playing the game, or mute the person you would otherwise argue with, but pursuing that argument overmuch can validate a report.
And, here's how the report system works.
Player gets a report > IFS reviews the match > If the IFS finds punishable/negative behavior that is in-line with the report, issue a penalty (whether that's a punishment tier or just hampering honor gains).
If you're consistently negative and have had enough valid reports made against you, you get pushed up a punishment tier. Punishment tiers go: 10-game Chat Restriction, 25-game Chat Restriction, 14-day ban, permaban.
You can't get to a 14-day ban without either A. Having previously suffered a 25-game chat restriction and ignored the warning, B. Used zero-tolerance chat such as hate speech or encouragements of self-harm, or C. Trolled/intentionally fed a match.

No. Even in the Honor FAQ, they straight up say that Honor-trading with Premades doesn't work.

The IFS only checks if the amount of reports for a given match is greater than a value of 0 - if even one person reports you, the IFS reviews the match. The number of reports does not matter - the value only needs to be greater than 0. The reports only trigger a review, and do not in any way influence the review process.
Premades can take your lane, your role, ect without getting consequences.
That is also wrong. In Draft pick modes, it is a punishable offense to ignore your given role and steal other people's roles. If you report someone for it (under the options Negative Attitude and Intentionally Feeding), detailing that they stole someone's position in a match without consent or communication, they can and will suffer harsh penalties.
The honor system right now is only making the game more toxic by giving people that play together a free pass to be a dick while others need to do everything they want or face a ban.
This is a pretty major misconception that I've already shot down. The only way someone could get a free pass to be a dick is if you give them that free pass. If you report them, they'll get punished. If you don't, it's on you.

You used hate speech, and that is not in any way, shape, or form welcome in League of Legends. If someone's being toxic to you, you mute them, report them, and move on, not stoop to their level.
You don't know whether or not they got a ban, but if you reported them for hate speech, then they almost certainly would have. But, from what I can glean so far - and I mean no offense to you - you may not understand the system well enough to know what types of offenses do what - and I can assume that you only reported them for verbal abuse instead of hate speech.
Rather than act like the system is busted, actually take a moment to look at what resulted in your punishment, and understand why Riot doesn't want you saying it. Hate speech, point-blank, is not welcome in League.
