Thoughts about toxicity and punishment in todays Leauge of Legends

Hey Riot, I have noticed a trend lately. Someone is toxic or intentionally trolls a game and is issued a ban or suspension. That player then laughs and logs onto a different account and starts doing the same thing. for example. For Example I met a player the other day who was bragging that he has 20 banned accounts and. He then explaned how after an account gets banned he just logs into a friends account and boosts them to plat until one of his gets on unbanned. He explaned that his accounts get banned for committing a leauge of legends sin by telling players to end their own lives. I have met many players who litterarly say IDC your dumb if you think this is my only account. Making it almost pointless to report players. So instead of banning just accounts why cant riot issue IP bans so you cant play leauge of legends from that IP address. I know you can change your IP but its more of a hassle then just logging into a different account. I am not very Tech Savy but if its possible kind of like PlayStation does why don't we try this. Everyone knows that the biggest turn off with leauge is the toxicity of the community. I have gone to many conventions and asked people if they play leauge and their answer is "i wont play because of the community and to toxicity" and if we can work together to fix the issue then I feel league will be a better place for everyone and people will be a much more enjoyable experience for everyone. However no matter what happens im an addicted so I will always play lol. Thank your very much for taking to time to read this long ticket.
