Why toggle offensive language?

Why do they let you toggle on/off offensive language if you can get chat banned/suspended/permabanned for using bad language and being toxic? Lol just doesn't make sense to me. If the banning system is automatic to detect this language when you are reported why would they even allow offensive language to be typed? Why not just have offensive language blocked with asterisks all the time?

Offensive language is not necessarily a punishable offense; harassing other player or making remarks of a racism and/or homophobic nature are.

Perfectly allowable chat:

  • "I'm a fucking idiot"
  • "Damn it, that was close"
  • "That lucky motherfucker"

Punishable chat:

  • "Fuck you, goddamn idiot"
  • "You are a shitty player. Uninstall noob."
  • "F**got"

Its toggle for profanities , mostly used by parents so their kids wouldnt see nasty words
