2nd ban account for no reason
I have been banned on my smurf account without cheating my email was linked to a banned account witch was never cheated on but why every account I make with the same email is getting banned does riot hate me.

their banning rules do say they may remove other accounts of yours (which is prob easy since you use the same email)
If there is a cheating program on your computer, it will get flagged. Whether you use the program or not it does not matter.
If you used the same email, and same computer, then it is likely due to a program you have on your computer. You might want to take a look at This List just to double check that you aren't running any of these programs.
