How does reporting work?

So first and foremost let me note I am a bit new only recently hit 30, and no I have not been suspended or anything like that. I just want to understand why people say they will report me if I ask the support to buy a sightstone, or why a jg who towerdives and dies cause I didn't help him is saying he will report? Like is that valid, can you be punished for that? I want to understand the system before I even begin to do ranked honestly. I am nearly to the point I think /mute all off the bat is the way to go with this community cause they seem rather toxic and needlessly mean. I know if I ask for a sighstone and get explicit language back I can report and so on, but why is it toxic to ask people to play well.. I mean the way it is intended? Also is that better in ranked cause people are more aware of their role?

First off don't dive right into ranked if you have just hit 30. I've been 30 for quite some time now though I've had my account for a year now and still haven't played ranked since I want rune pages and decent champion knowledge. And I feel I'm getting there though I'm still practicing/learning for now in normals.

Anyways back to reports: The report system is automated but if you have done nothing wrong then you can't be punished. Not building something like a item 2049 isn't punishable. But it does help the team have vision on the map. There are many players (myself included) who would LOVE to chat but I don't since I'm focusing on the game mostly. And try to stick to major communication points like asking "Would now be a good time to get dragon?" or I use pings a lot.

Playing champions/building items that are not normally seen for that role/champion (as long as they can actually work with that role/champion) is absolutely fine. As long as your not insulting the player and your making constructive criticism then that is fine. Examples: Making suggestions like "Try to stay close to your tower so you can farm a little bit more safely." could be very helpful if they are having a rough time. Telling someone to "STFU! YOU SUCK AND SHOULD UNINSTALL!" won't help them at all and won't make them suddenly play like a Challenger player.
