Riot does not lift any behavioral bans unless they are given in error, and if your friend was toxic, it doesn't seem to be an error.

I'm sorry, but this excuse doesn't work. It doesn't matter if other players start being toxic first, their behavior is not an excuse for your own. Also, your friend did not have to answer them at all. No one forced him to, he did so of his own free will. If your allies were being toxic first, then your friend should have muted and reported them after the match. Retaliating with his own toxic behavior does nothing to help, but rather just makes the situation even worse.
