Why?

There is a way to unbind your enter key.

You can shrink the chat.

You can move the chat box off screen.

You could just use self control.

Why waste resources at this time?

Adding a self-mute option would only be a band-aid solution to a larger problem that each individual player has to face, and on top of that, adding a self-mute feature requires toxic players to be consciously aware of their own toxicity, which many aren't. And those that are - well, why give them the option between a weak band-aid solution or a serious evaluation of their problem?
