Protect Ranked players from Akf

Why is there no system in place to protect Ranked players from AFK. Yeah you can report... but it might not even do anything if the other team doesn't report (why would they sometimes, they won and my be hungry for more wins and to rank up). And even if it works I'm still out 21 or 22 lp, lp that i worked hard for as wins give you like 15.

So I ask Roit will you do anything to protect players who do well or even just even stay in game regardless of AFK's. Decreased lp loss based on number of AFK's/ time AFKed for or personal scores (those who do well regardless)? To me it seems only fare to protect players in ranked from AFK's.

For example

I just played a game of ranked before writing this and had 2 AFK's. What can I do in this situation? Lulu jg went AFK after her camp didn't work out (makes sense) even though she hovered Janna (can work) for a second then Shyvana until the last second where she changed to lulu when she was up to lock in, and did so regardless of the rest of the team asking her not to. The second AFK was vel'koz support. A decent choice if you know how to use him but also had bad game and left after Lulu. Both left somewhat early in the game at lvl 5 lvl 7. The rest of the team got to lvl 15 lvl 16 and lvl 18. This sucks especially when when Brand mid had 11 kills and I, Garen top had 16. this is more than any other champ on the enemy team 6 6 7 8 and 8 (what a sup). That's a 5 kill difference and 12,522 gold difference for a 3v5. if we had a 5v5 we could have won team fights and had more kills/gold.
