If this is the best way. It's just not good enough.
riot DOES punish players for things they say in pre-game/post-game chat. all you have to do is report them after game, quote what they said, and specify that it happened in pre/post game chat.
Being flamed is not so much a problem when there is a mute option. Yeah, Riot wants to be aware of people who are being toxic and harassing, but what is more important is gameplay. If you're getting trouble pre-game, just mute them and try to play the game the best you can. If they continue to troll throughout the game, that is when reporting becomes important. It is entirely possible that they could be trash talkers but will still play the game well, then they really just want to get a rise out of you, .. these are called bullies, and the best way to deal with them in this case is to simply ignore them.
In terrible Champion Selects, I'll typically take a screen shot and send that with a ticket to support@riotgames. If the game actually starts, then I report them after the game and make a note in the report about how bad Champion Select was.
