can smurfs be bannable?

i have quit since season 2 or 5 as lv.9 and came back just to see so many obvious lv.30s in majority of the games on new accs bullying lv.10s people, zoning them to prevent them from earning cs and harrassing them for being bad constantly

its unfair that pros remake accounts just to get 4 more chest vs newbs (i heard this is why they do this)

how are newer players supposed to get s rank for hextech chests when actual lv.30 people are bullying us and we cant do anything about it? riot doesn't seem tocare at all consdiering they nerf exp to lv.30 which is literally the same as sending soldiers with barely any training to world war 3.

you can tell if they are a smurf or not just by looking at their plays you cant play that good from just 5-10 games this is coming from my experience, a real new player usually ignores chat or tries to play their best but end up dying or not getting any kills

im irritated and depressed that i constantly get harassed along with the other new people we got on our team, we get abused by lv.30 players on alt accounts for being bad when they have played this game for atleast a couple months or even years so idk why they would do such a thing and be a bad sport, i assume that they are trying to get new players to quit and increase the queue time

if you see my games you can tell if that game had a smurf or not, the match where i went 1/2/1 had a troll jungle nunu who decided to stalk me and steal consume everything i try to kill. he said "this is why i dont like smurfing" apparently he's the best jungler and didn't want another player to jungle, it was a lv.10's match and he could have just let me jungle in enemy base because they had no jungler

we could have won that match if that smurf on my team wasn't so toxic and salty, i've been unable to play the jungle role and was forced to queue dodge because so many people wanted the jungle role, i wanted to learn the role because laning felt boring especially with the lv.30 smurfs zoning you and all that nonsense.

edit: i understand many of you would be against this because you guys enjoy smashing new players and encouraging them to quit, it's unfair and selfish for the lv.30s to crush lv.10s constantly..

ironically there are more lv.30s in the lv.10 playing field than the actual lv.30 but it all makes sense now when i see my lv.30 friends play, it must have been those lv.10 players that was in a losing streak or luckily got carried by smurfs to lv.30 smh this game is ridiculous no other moba had such a toxic community where smurfs ruin everything

looks like this has been an issue for years, it's a shame we have to go through this nonsense until lv.30 just to get smashed by the good lv.30s that were fortunate enough to avoid the smurfs when they were low levels.

I think at one point having a smurf was a bannable offense, but proving it is so hard. Ok, so you prove an account is a smurf, it gets banned, makes a new account 30 sec later.
