How are people like this not yet perma-banned ?

Hi ,

I have been playing lol for about 7 years and one of my accounts got perma-banned because i was viewed as "toxic" by some players who found things like "gg easy" and "you are bad" as super harsh. Since then, I have stopped saying things in chat that could lead to this kind of report. However, I am seeing more and more players that have a behavior waaaaaaay worse than that ( insults , racism , int feeding etc.... ) such as the one on the attached screen and I am beginning to wonder if this report system is really working or is it just randomly banning a fixed number of players every month in order to keep a balance in the number of available players in ranked.

I mean if the report system was really accurate , i should get a punishment message one or two days later after I report this guy. I also noticed that if only one person reports a guy it has almost no impact on whether the guy gets banned or not. People like this guy should get permanently banned for one report only. In fact, with the current system it seems that if someone flames another player in game by saying a simple sentence like "you dont know how to play adc" and gets reported by 9 people he has a 99.9 pr cent chance to get chat restricted or banned whereas if a guy says something racist or very insulting and gets reported by one person, he has only 0.1 chance of getting that same punishment.

All in all, either the reporting/tribunal system is broken or it is not accurately issuing bans to the more deserving.

P.S : the guy in the image above did not say much during the game but he started lashing out at people on the score screen (is there even logs for the score screen in the tribunal ? )

The automated system doesn't see post-game chat, so if he's only saying things like that after the game, its unlikely he'll be punished at all barring a manual review. If he's doing that in-game, he'll actually get banned very quickly.

Does it really matter if people do that in post-game? I understand in champ select, but at least they won't be screwing up the game by being toxic in post-game chat. Like yea it's not cool but at the same time you don't have to sit there and endure it for 20 minutes, you can just report and leave.
