Champion Select Re-new Idea

Have you ever had a game where someone gets mid and then locks in jungle stating "im jungle deal with it" or someone who is trolling in champion select and picks adc karthus? You dont want to dodge because you dont feel that you should be punished for another persons behavior so instead you hope that somehow you can win the game and push through it. I propose the idea that before the game even starts a vote similar to the surrender vote is available where players have the ability to vote against the game and go back into matchmaking, The vote goes against a player in the game who is trolling such as your adc karthus, and that person will then be forced to dodge. What are your thoughts on this? thanks!
