Your use of "addon" is confusing, but I assume you're asking why there isn't a program where players can earn back their permabanned accounts.

They used to have one where you could level a new account to 20, and if you showed you had reformed you could get your banned account back. However, the success rate was abysmal, as nearly every player went right back to being toxic when they got their account back so the program was closed.

Permabanned accounts are not just sitting somewhere in a RIOT servers waiting to be Unbanned, based on the length and age of your ban, i'm going to assume that account is gone, deleted, wiped from the face of digital space. There is nothing anyone can do or say to get it back. move on
