How exactly, do you report someone?

So I am extremely curious how to report a player and submit evidence, the sticky'd post says to submit a ticket but there is no ticket option for that and I am pretty sure that it doesn't fall under technical issues. So again I ask, how do I report a toxic player and submit my evidence backing it up? The player repeatedly harassed me in champ select for no reason and he was a part of a 4 person premade that I got thrown into. I am tired of being thrown into these premades where they make derogatory statements towards you from the moment you into champ select to the moment you win/lose the match! The worst part is since they were all grouped guess what? They won't be reporting each other, the enemy is convinced that you are the one to blame (my all chat is always off so I found this out in the post game lobby) and you end up being the one reported! So please answer my question and ignore the hatred in that rant.

After a game you can click on the red exclamation marks to report people. Dont worry about being reported if you didn't do anything wrong, the system is pretty good at figuring things out.

No it is not, its based on majority of reports. You will not see anyone get any repercussions unless they are reported by the majority of players in the current game (this is confirmed because there is a pop on your screen stating when they get subjected to the repercussions. My question (I guess this wasn't obvious enough) is how to report using a ticket like they have stated is possible. I have had people threatening my persons with their entire group, people all locking in as adc because I would not give the position to someone in their party and people just downright feeding because they want the position have.

That is a common misconception that is absolutely false. One report is all it takes to trigger a review of the account in question. If nothing is found that is rule breaking the report is thrown out, deemed as false and the report weight of the reporter(s) goes down. From Riot Tantram:

A report flags a game for review. They do not establish guilt. The game is then reviewed for harassment, feeding, etc. This is why 'troll reporting' or 'gang reporting' do not work. False or inaccurate reports are thrown out.

You cannot ever be punished for saying nothing .. unless of course it's for something gameplay related like feeding, afking or cheating. But, you can never be punished for offensive language, hate speech or verbal abuse if you said nothing.

If you must alert Riot to someone then just file a Support Ticket (the big white "Support" tab at the top of the screen).

I thank you for the information on the flagging of the account. The area you suggested me to is pretty ironic, as that is where I am getting across has no said feature for reporting of accounts even though in the sticky thread is suggests to go there for action against a player. However Ladayen has made a great suggestion and I am looking forward to seeing how that will work out. I am pretty new at this game and from what I have seen the community is severely lacking and I would love to be paired with no toxic players in at least one match since hitting level 30.

There will always be jerks no matter where you go. If you have some trusted friends who play this game as well then I would recommend playing with them. Alternatively you could try co-op vs. ai as that has the least toxic community of the bunch according to Riot. For tickets, go to Support, Submit a Request.

Lol why are you saying that so matter-of-factly? It is not based on majority of reports, that's just flat out wrong. Lol your logic behind your conclusion is so fucked.. because there's a pop on your screen that states when someone is subjected to repercussions... that's how you came to the conclusion that it's majority of reports that matters? Not content? Not the accuracy of your report? So, you're saying I could report you with completely false accusations, and as long as 2 other people reported you on the team, regardless of content, you will get punished? You're super dense if you really believe that, I'm sorry. Your logic is flawed big time.

Anyways, just report them man. No need for support tickets. Riot sees what they say in champ select and post game lobby. I've heard that you can send one in under account or something and just put a description of what you're trying to do with your "evidence", if you insist on going the support ticket route.

The pop ups are pretty rare actually and you're never guaranteed to get feedback about your reports.

If you want to try submitting a ticket click support at the top of the screen and the just select "I have a question about League/Riot Games" it will make it's way to the right people.

You can't report people through support tickets. They do not investigate in this manner anymore. Please search the forums before posting.
