New masteries 6 & 7

Ok, so i will get things clear already, i recently got chat restricted for 10 games on my account. The thing is that, even 5 games of ''clear chat'' if i can say, i still cant get my masteries 6 & 7 even though my warning is passed. Like i understand that not having the right to have hextech keys is liegitimate, but is preventing ''toxic'' players from acessing their higher masteries really is?
