Having a punishment that isn't so severe

I am here to discuss the dramatic punishment for a first-time offense. I was recently put under chat restriction due to a report for being toxic, sure there were some things that I should not have said, but in my toxicity report, there were things that were listed where I was saying please and not being toxic at all. I lost all of my honor was punished and also am not able to redeem myself until someone decides that I have reformed. This all happened to me a month before the season ends and a couple of days later the pbe opens up. I had to put at least a month of my life into this game just to get to honor level 5 all to lose it the first time I ever had to be reprimanded and punished. I understand that there is a reason the punishments are the way that they are, however, I would feel far less betrayed if I didn't lose everything without a chance at redemption. Could there a system in place for summoners who do so well for long periods of time that get a warning showing their toxic behavior and to tell them to cool their jets or they will be punished for it, then on a second offense loose 1 honor level at a time. Now time from my life has been taken away for something that was not severe.
