Banned because someone threw my games

I tried to reform after getting my 2 week ban and I did an okay job at it but I just lost it after a long losing streak (I didn't flame but I was tilted) and I got matched with someone who got filled support and started taking all my cs just to troll after I asked semi-politely to stop. I'm really upset now, how long does it make to lvl new accounts to 30. I really tried to reform but it's so hard when people literally just start throwing the game because they get filled for support.
