Can I report someone for refusing to listen to pings

it is a very common way i have lost, the player just refuses to listen to danger pings or mia pings. league of legends has many resources to communicate with stubborn players, but it doesn't help when a team loses because your ashe wants to split push without wards and typed /muteall at the beginning of the game and muted pings. sadly my encounter with this problem is i am in gold elo. gold is a very gross place to be in as everyone believes they can leave the rank with mechanics only. to get through this banter i am wondering if it is a reportable offense if team mates refuse to help your team win just because they don't like to listen to pings.

Perhaps you ping so much that it annoys the other players, and as a result they mute your pings. Just a thought.

no, you cannot report someone for not doing what you want them to do

well you can report, but it's not punishable

if you keep spamming pings though....

everyone says "no" but actually yes you can you can also report someone for being spanish. you CAN report for ANY reason you want. but if it does anything is a different question.

Unfortunately you have no way of knowing if they muted pings or not, so reporting them for not listening is kind of a moot point. They can't ignore something if it is already muted.

I don't think Riot will punish players for doing this. Your best bet is to let it go, getting tilted over their idiocy will only further hurt your chances of winning.
