Better way to handle Leaver Buster?

As someone who sometimes MUST leave mid-game due to something important I'm constantly plagued by leaver buster. With the new implementation of /remake, it still doesn't help out games that are already half done. I have a suggestion that might lead to a more pleasurable experience for everyone, here's how it works. If a player leaves the game/disconnects for more than 5 minutes, then that slot now becomes open for people under the leaver buster punishment. If the match was a blind pick then the champion will be able to be re-picked and the person will start at a level that is relatively close to everyone else in the game. If it wasn't a blind pick then the champion that was selected will be locked in for another person to take over. So the question is how does a person join a game already happening? Like I said once a person has left or disconnected for more than 5 minutes, the spot is now open for people in leaver buster and during their 5, 10, 15 or 20 minute wait they will be prompted if a game with an open spot is available for them to join along with the champion and runes/masteries that the other person had if it was a draft pick match. They can either choose yes or no and it'll count as a leaver buster match. What do you guys think?

As someone who occasionally has to leave mid game, you should not queue up for a game in which 9 other people will be punished for your incapacity to complete your own engagement.

It would be nice if the slot could be filled but I really don't see how that can work. First you need someone in a very narrow MMR range. Then what do you do with the progress they had in game? They had to be the same champ, ok. What about runes a masteries? Does the new player get to pick them, would that really be fair to the other team who could have made decisions based on the original choices. What about items? Does the new guy have to play with the same items or does he just get refunded the gold? same issue as the runes/masteries.

Another big problem is that it doesn't take very long for the game to just be unrecoverable. If it took even 5 minutes to find a replacement there probably isn't much chance of salvaging anything.

It also gives incentive for people to try and get underperforming players to leave in hopes of getting a better replacement.

The biggest thing I would like to see with leaverbuster is that at some point it needs to go past low priority queues and ban people and eventually perma ban them. There are clearly some people that just don't mind waiting the 20 mins and in those cases them just playing 25% less games because of the wait while they continue to leave whenever they want is just not enough.
