Do you condone this or something?

There is a certain player who I repeatedly used play with who consistently throws out racist and homophobic obscenities. I report him every game he does this because I hope that one day he will get his kumuppins and from what I have seen, other people report him all the time too. I will not say his summoner name out of respect for privacy. (unless a rioter wants to take a look into this and wants me to DM his summoner name) But if someone like him can get away with being as toxic as he is without getting so much as a temp ban....I need to know whats being done about people that do the same.

Hopefully he does get his ban and learns from it.
