Is choosing not to end a game a reportable offence?

Recently I was in a game where my team was very far behind, but no one was willing to surrender. Normally, not surrendering is probably the right option, but were talkin 5-45 in kills and all of our inhibs gone. The enemy team chose to just run around and stack kills and refused to hit our nexus while my team kept declining surrender votes. We ended up wasting an extra 20 minutes just dieing the second we walked out of base. I don't have time to sit around getting 1 hit killed but if I go afk, I get reported. I just want to know if I can report the enemy team for being unsportsmanlike and causing the game to last so long when we should have lost.

That is up to you. There is an unsportsmanlike conduct option for reports and if the opposing team was deliberately not trying to win in order to grief (as opposed to normal solo queue "We can take inhib now... but wait, their blue buff is up!" type decisions) you may make the decision whether or not what happened is sufficiently unsportsmanlike to warrant a report. If so, you should leave a detailed note as to what happened and why you are reporting it.

Your team refused to surrender , other team wanted to have fun. Stop looking for reasons to report smbd they can play the game how they want if there is anybody you can blame its your team that did not want to surrender lost game , but still its not bannable.

Report away. Make sure you add in the details. Will anyone get punished? I've never heard of such things happening.

I had an idea once that would address these situations. Reward teams for winning as fast as possible. The gist: Winners get more IP the faster they win. Losers get more IP the longer the game lasts.

Ex: 20 min game - winner 125 IP, loser 25 IP 60 min game - winner 75 IP, loser 75 IP

I'd report it if my team refused to end, giving the enemy team a chance to win. You can't report the enemy for it because it gives them a chance to make a mistake, get aced and get their objectives pushed right in to lose. You should be thankful stupid people don't always end when the can. Almost everyone in bronze and silver is guilty of not ending when they can.

Hmmm... I'd say yes report and explain the situation. However, if your team didn't surrender and kept killing creeps so they couldn't win.. then I don't know if you really have a valid report. Your team should've just walked around base, not attacking creeps, so your towers could fall. But apparently your team didn't want to ff, and didn't want to let it end either. So idk man, that's an interesting situation.

As long as you explained this situation in your report, I don't think your report weight would go down. So at least there's nothing to lose by reporting. Or I could be wrong about that, so idk man, wish I could help.
