Im getting Mastery Token 6 & 7 tokens, but am still ineligible to earn loot?

I haven't been getting them, but I got one just now, and the end of game screen still says I'm ineligible to earn loot? explanation anyone??

Hextech restrictions only stops you from getting chests and keys after games.
