Ip restrictions would benefit us greatly cause of constant hacking, people playing on your account without your permission, also, people would only be able to play on their designated servers so IE Polish players would play on their respected server, Russians on theirs among other countries. Also, it would help Riot support by halving the support tickets they read per day because there would be no more account violations and together we could make this game much more playable. Thank you for your time.

The community has, long ago, already voiced their opinion on region locks. Most people hate it. Apart from that, Riot would have to give out a massive amount of free regional transfers/merges for people that would essentially be locked out of their accounts. That's a huge amount of effort for something this... unnecessary.

IP restrictions... might make sense for some people, but for a lot of people it would make it literally impossible to play the game, so it can neither be enforced, nor can it reasonably be the default setting. And even if it's merely a very accessible option, the amount of tickets that are there now due to account violations would merely be switched with tickets made because people accidentally changed the setting and can now no longer log into their account. And if you make it an option that isn't easily accessible? You might as well just leave it out, because the vast majority of people won't even know it's there, regardless of whether it would make sense for them.

As others have stated it is not possible to implement such a policy with a level of error low enough that Riot would be comfortable with. That coupled with the fact the people you would actually want to be restricting would be the people who could easily get around it. In the end the people you wanted out would be fine and plenty of innocent people would be caught in the process.

The hacking and such.... I have wanted two-step authentication for a long time. This has been standard for online games for years, but Riot has always been very behind in the times. If you think about how much money you have spent on LoL vs. other games who have the two-step authentication it becomes ridiculous.

There are other ways Riot can go after these problems instead of IP and MAC addresses. They choose not too. They haven't for years and they wont start now. Riot is a for profit company. They do not care about the experiences of the individual player as long as we keep playing and keep buying.
