Called me an n word twice in game and said my name was very "lightskinned" because I didn't gank his lane and fell behind.
Further on says the n word 7 more times in post game lobby and kept telling me how much he spent on the game and Riot wont ban him because of it.

i cant talk for na, but on euw the n word is not 0 tolerance. just yesterday i slipped, called a buddy of mine ingame the n word because thats what i always call him (yo we are buddies. chill. friends insult each other its fun) and someone jumped to say "lol banned" i actually was a bit nervous.
nothing at all happened. i hear many times its not 0 tolerance on euw, but now i can confirm it isnt.
also since you talk about lobby, i assume this is neither pre nor post game chat but rather you inviting him to a game? in client you can do and say whatever you want, nothing will ever happen.
Riot games are literally a fucking joke now, they punish the people defending themselves and ignore the people causing the problems
